**Why treating 2028 as an ordinary presidential election would be strategically naïve.**
Vladimir Putin’s famous 2017 warning has acquired an entirely different meaning in 2026. Speaking to Russian students, Putin said that artificial intelligence brought “colossal opportunities” together with unpredictable threats and that **“the one who becomes the leader in this sphere will be the ruler of the world.”** He immediately connected that proposition to autonomous warfare, predicting that a combatant whose autonomous systems were destroyed by those of another side could ultimately have no alternative but surrender. Technically, that executive order does not announce that scientists have crossed a generally accepted threshold into superhuman general intelligence—the order temporarily maps the new terminology onto the existing statutory definition of AI—but politically the nomenclature is remarkable because the government is explicitly framing machine intelligence as a new epoch of national capability. Putin’s proposition becomes even more important when it is brought home from geopolitics into constitutional politics. Artificial intelligence is an intention multiplier. It does not give a state, corporation, political party, military organization, religion, or civilization a purpose of its own; it multiplies the capacity with which an existing purpose can be pursued through research, planning, communication, optimization, surveillance, administration, defense, finance, and execution. [∴](https://bryantmcgill.com/simple-reminders-bryant-mcgill-machine-intelligence-intention-capability) A government possessing sufficiently advanced systems gains not one new ministry but something closer to an intellectual nervous system distributed across every ministry [∴](https://bryantmcgill.com/simple-reminders-bryant-mcgill-government-machine-intelligence-nervous-system): continuous legal analysis, intelligence synthesis, cybersecurity, logistics, economic modeling, scientific research, communications, targeting, fraud detection, bureaucratic administration, translation, simulation and eventually autonomous physical execution through robots and weapons. The Trump administration’s June national-security memorandum already describes AI as among the most transformative technologies in American national-security history and directs the national-security apparatus to obtain frontier models, construct high-security computing facilities, establish an AI strategic reserve of technical talent and maintain technological “overmatch” against adversaries. This means that a question normally treated as partisan politics is becoming a problem of **state architecture**. American democracy can tolerate enormous policy reversals only while power remains temporary [∴](https://bryantmcgill.com/simple-reminders-bryant-mcgill-democracy-temporary-power): one administration governs, another replaces it, Congress changes hands, judicial decisions constrain both, bureaucracies persist, states retain powers, citizens organize against governments, and elections reopen questions that appeared closed. Advanced machine intelligence introduces a potentially destabilizing asymmetry into that arrangement because a temporary political majority may inherit technical capacities unavailable to every previous government in American history. If machine intelligence becomes deeply integrated into the machinery of the state, the constitutional question will no longer be merely which party wins an election, but whether any party can convert temporary electoral authority into a durable computational advantage over its opposition. The scientific literature already gives reasons to take that problem seriously without imagining omnipotent mind control. In controlled experiments, large language models have demonstrably altered attitudes on politically contentious policy questions, and a 2025 preregistered study found that GPT-4 supplied with personal information could outperform human conversational opponents in persuasion under experimental conditions. That is the domestic analogue of Putin’s argument. If leadership in machine intelligence can confer disproportionate power internationally, then institutional command of machine intelligence can confer disproportionate power inside a state as well. [∴](https://bryantmcgill.com/simple-reminders-bryant-mcgill-machine-intelligence-state-power) Imagine not one propaganda office writing one message for ten million people, but millions of personalized interlocutors capable of remembering individual histories, adjusting arguments continuously, experimenting with language, synthesizing government records, predicting reactions and operating across every major communications channel. Imagine tax enforcement, benefits eligibility, border administration, regulatory inspections, investigations and public information systems all becoming computationally coordinated. Imagine the same capability in defensive hands, protecting citizens from fraud, foreign influence, cyberattack and bureaucratic error. Machine intelligence does not decide whether its power becomes protective or coercive; constitutional structure determines who can direct that power and which constraints survive its deployment. The 2026 midterm election is therefore consequential, but it is better understood as the **constitutional and infrastructural prelude to the far more consequential 2028 transfer of executive power**. The Congress seated in January 2027 will legislate, appropriate funds, investigate executive activity, confirm senior officials and judges through the Senate, and help determine the legal architecture governing federal compute, model procurement, intelligence systems, autonomous defense, immigration technology, cybersecurity, data infrastructure, and the rapidly expanding integration of machine intelligence into government. Congress’s investigative authority has historically functioned as an essential restraint upon executive power, while the Senate exercises constitutionally significant authority over appointments and treaties. A midterm election does more than distribute seats in Congress; it can determine the machinery of government the next president inherits. **The deeper constitutional inflection point arrives in 2028**, because the president inaugurated on January 20, 2029 will ordinarily control the executive branch until January 20, 2033, an entire four-year interval during which machine intelligence could advance by several technological generations. When machine intelligence inside the state advances faster than the safeguards that constrain it, a temporary electoral victory can harden into durable computational incumbency. Both camps explicitly describe China as a strategic AI competitor, but they now disagree much more profoundly over **how technological supremacy is preserved and what risks justify slowing or constraining frontier development**. The Trump administration has institutionalized an acceleration strategy centered on rapid frontier-model adoption across the national-security enterprise, massive compute and energy buildout, commercial integration, regulatory reduction, and the explicit maintenance of technological “overmatch” against strategic competitors. Israel occupies an important position inside that architecture for reasons extending considerably beyond missiles and territorial security. Israel joined Pax Silica at its inception and in January 2026 entered a strategic U.S.–Israel framework centered specifically on artificial intelligence, research and critical technologies. American disagreement over Israel is no longer adequately understood as a dispute over Gaza, Netanyahu, foreign aid, or even conventional Middle Eastern strategy, because the Trump administration has formally embedded Israel inside the emerging **technological-security architecture of the AI era**. Foreign-policy architecture survives only as long as an electoral coalition is willing to sustain it. The Democratic National Committee currently describes its preferred immigration regime as combining pathways to citizenship with border security, while the Trump administration has pursued substantially more restrictive enforcement and detention policies, including a mandatory-detention interpretation now accepted for Supreme Court review. A civilization deciding who may enter, who may become a citizen, how rapidly newcomers are incorporated, and what degree of cultural assimilation it expects is ultimately deciding the composition of its own future population. One of the least appreciated consequences of the humanoid-robot buildout is that it may fundamentally change the demographic choices available to aging, below-replacement societies. Musk now predicts **well over one billion humanoid robots globally within roughly a decade**, while estimating that each mature robot could eventually produce several times the output of a human worker; whatever the eventual number or timetable, the underlying proposition is that physical labor itself is becoming computationally scalable. This does not establish that preservation of cultural, ethnic, or national continuity is the motive for which humanoid robots are being developed, but it does mean robotics can function as a technology of **demographic autonomy**, allowing societies that place value on continuity of population and culture to sustain agriculture, manufacturing, logistics, construction, elder care, and other labor-intensive systems without requiring a one-for-one replacement of every missing worker with another human being. At the outer edge of this transition lies the larger machine-succession question developed elsewhere in my work: these systems may eventually become more than substitutes for biological labor and instead become carriers of accumulated human knowledge, memory, culture, and productive intelligence beyond the demographic limits of the populations that created them.
Religion is one of humanity’s most durable mechanisms of intergenerational identity transmission, carrying moral codes, historical narratives, political loyalties, marriage norms, collective grievances, and conceptions of legitimate authority across centuries. [∴](https://bryantmcgill.com/simple-reminders-bryant-mcgill-religion-intergenerational-identity) The attempted destruction of flydubai Flight FZ1073 demonstrates why political-religious radicalization remains a concrete national-security variable: Israeli officials said the Omani co-pilot stabbed the captain and attempted to crash the Israel-bound aircraft, while Prime Minister Benjamin Netanyahu subsequently said available information indicated that the attacker had undergone radical Islamist indoctrination; investigators were still determining motive and whether any organization was involved. A state incapable of distinguishing peaceful religious identity from violent religious extremism risks one of two serious errors: ignoring a genuine ideological security threat or indiscriminately treating peaceful populations as though they constituted that threat, thereby damaging the social cohesion national-security policy is supposed to preserve. Machine intelligence multiplies these stakes because it magnifies both **offensive ideological capability and defensive state capability**. Extremist organizations can use advanced models for recruitment, multilingual propaganda, reconnaissance, cyber operations, target research, synthetic media, and operational planning, while governments can employ related technologies for network analysis, anomaly detection, linguistic triage, intelligence fusion, cyber defense, threat assessment, and increasingly autonomous response. The Pentagon’s creation of the new **Autonomous Warfare Command** makes the transition institutional rather than hypothetical: the command is intended to accelerate autonomous and robotic capabilities throughout the U.S. military as AI, inexpensive compute, drones, and advanced manufacturing reshape warfare. The deepest domestic danger of machine intelligence is not merely that an administration might misuse it, but that a political faction could use machine-mediated administrative, informational, economic, and security power to convert temporary electoral victory into durable political dominance long after the election that authorized it has passed. [Ministry of Foreign Affairs](https://embassies.gov.il/nepal/en/node/9937?utm_source=chatgpt.com) If any governing coalition eventually possessed machine systems powerful enough to dominate political communication, administrative selection, surveillance, regulatory enforcement, benefits distribution, immigration processing, intelligence prioritization, and institutional memory, while simultaneously weakening or dismantling such strategic alignments, such as the alignment between America and Israel, the danger would be far greater than an ordinary four-year policy reversal: it would approach **machine-enabled political entrenchment coupled to civilizational realignment**. The constitutional problem is therefore severe and immediate in principle: whichever political movement controls increasingly capable state intelligence must remain genuinely removable by the electorate, because the moment superintelligence becomes a mechanism through which a temporary governing coalition can prevent meaningful political succession, the republic has crossed from using machine intelligence as an instrument of government into allowing machine intelligence to become an instrument for making a particular government faction permanent. Putin’s warning therefore deserves one final reinterpretation. The civilization that masters superintelligence may acquire extraordinary leverage over civilizations that do not, but inside every civilization lies an equally consequential struggle over **who controls the intelligence, whose values constrain it, whose history it preserves, which alliances it strengthens or dismantles, which institutions it serves, and whether political power can still be transferred peacefully once machine intelligence has become inseparable from the machinery of the state**. The central constitutional question of superintelligence is no longer merely which political faction inherits it first, but whether constitutional succession itself survives the inheritance. A republic remains a republic only so long as its governing coalition can genuinely lose, its strategic architecture can be debated without being algorithmically foreclosed, and no administration can use superior machine capability to make itself effectively irremovable.
